[doc] Fix qHash(QPixmapCache::Key) overload's absent docs 

The \fn was missing in front of the signature line, and the scope
wasn't correct, either (Key:: missing). Add both.

Also remove the unneeded default argument (qdoc figures those out by
itself).

Amends 7fa3267fda.
