Re-enable NonFullScreenWindows on Android
This flag was created because the eglfs plugin did not support non-fullscreen raster windows. Now that it does, we can remove it again. Turns out this also fixes several issues with positioning and sizing of dialogs due to bugs in the implementation of the flag.
