Revert "Windows QPA: Add MSWindowsNoRedirectionBitmap flag" 

This reverts commit 417bb46352.

The API addition was premature, as it can potentially be handled
by the platform plugin automatically, and if not, should possibly
live in QSurfaceFormat instead.
