Skip tst_qhighdpi when offscreen is not built 

Android and Wasm do not build the offscreen platform
plugin (see src/plugins/platforms/CMakeLists.txt).

Skip building the tst_qhighdpi test as well in this
case. Remove the BLACKLIST entry.
