QNetworkInformation: document a potential SiC

Amends 1b429d6be4.

[ChangeLog][Potentially Source-Incompatible Changes][QtNetwork] The
enums in QNetworkInformation must now be scoped when used from
QML. The scope is no longer optional. Adding the scope is a
backwards-compatible fix.
