There's one in corelib that has a comment

I obviously didn't change that one.
This is the result of running util/normalize --modify
from Qt 4.7 with manual review.

The CSS for the footer is not completely correct, but at this
time it is better to have something than nothing.

Only call qdoc for projects which sets the QMAKE_DOCS variable to
point to a qdocconf file.
Exclude examples/ and tests/ from the qdoc run, by adding
no_docs_target
to CONFIG for those projects.

qmake can't parse /* C-style comments */. The license headers in these
files should use # as the comment delimiter. However, .pro files anyway
don't need license headers, so just remove them.
Continues from commit 8dea797015, which
removed the header from one file.

Previously $$QT.core.bins was used to find qdoc, the proper way is to
use qtPrepareTool().
