This has found several missing const qualifications, a missing
QCborMap::Iterator method, and a missing one in QCborValue too.
The methods "### TEMPORARY" in this commit are actually removed in two
commits.

In the effort of repairing broken links as per QTBUG-96127,
a series of RFC links referring to `tools.ietf.org/html/*` were modified
to point to the new address that the site redirected to.
To simplify executing a similar task and to diminish the duplication of
manually inserted urls, the already existing `rfc.qdoc` file, containing
`\externalpage` commands directing to RFC locations, was enhanced with
links to all RFCs that were mentioned in the current documentation, so
as to aggregate this common category of links.
All links pointing to a `ietf` domain inside QDoc documentation blocks
were then changed to use the newly provided external-references.

This is required, so that QHash and QSet can hold more
than 2^32 items on 64 bit platforms.
The actual hashing functions for strings are still 32bit, this will
be changed in a follow-up commit.

Likewise have mutating operator[] insert an invalid entry at its
target index, if beyond the end of the array. This makes it possible
to fill an array from high index to low, for example.

Several \fn commands are added for functions and operators that
were not documented. A few qdoc warnings remain in qcborstream.cpp,
but these are because an enum class was used, and qdoc doesn't yet
handle those correctly all the time.

Severa qdoc function comments had incorrect signatures. This update corrects
them to match the declarations in the header file. A \keyword command was also
added for linking to the generic algorithms header file page.

There isn't a lot of efficiency gain, since QCborValue was already
refcounted. This saves two atomic operations and an out-of-line call. In
the case of QCborValueRef (which includes QCborMap), because we reset
the container pointer in inline code, the call to QCborValue::dispose()
is also suppressed.

I added a function that returns the string identifiers for
QCborKnownTags and QCborSimpleType, in order to facilitate writing a
QTest::toString for those types, as neither enum is part of a Q_OBJECT
or Q_GADGET class.

This is very similar to QJsonDocument, but there's no QCborDocument.
QCborValue is that.
[ChangeLog][QtCore] Added QCborValue, QCborArray and QCborMap, classes
that permit DOM-like access to CBOR data. The API is similar to
QJsonValue, QJsonArray and QJsonObject, respectively.
