The old code sized the buffer according to the UTF-16 size of the
input, but in fact wrote UTF-8 output, which can be up to twice as
large as UTF-16, overflowing the buffer size. Not a buffer overflow,
because qs_n_printf(), but truncation would create an invalid XBM
file here.
Fix by converting to UTF-8 first (and only once), and taking the
buffer size from there.
Introduced by 2883a6de40, which replaced
toAscii() (whose result has the same size as the input) with toUtf8()
(which can be larger).

The latter are locale-dependent, and while that doesn't produce wrong
results here¹, it means they need to be out-of-line, whereas
QtMiscUtils functions are inline constexpr.
¹ isdigit could give a false positive on non-US-ASCII-digits, I
suppose.
As a drive-by, rely on the QtMiscUtils::fromHex() returning a negative
value when a non-hex character was encountered, to avoid the extra
isxdigit() checks. This property is preserved through the bit
manipulations: ORing together negative values yields a negative number
iff either or both operands were negative (in two's complement, which
Qt requires). The caller also checks the array bounds before calling,
so the isxdigit() calls didn't act as an implicit bounds check
(returning false if they encounter '\0'), either.

QRegExp includes can be found in several files where there's not even a
use of the class. This patch aims to avoid needless includes as well as
follow the "include only what you use" moto.
This patch removes a QRegExp include from the QStringList header which
means that there is likely going to be code breaking since QStringList
is used in many places and would get QRegExp in.
[ChangeLog][Potentially Source-Incompatible Changes] qstringlist.h no
longer includes qregexp.h.

The read_xbm_header() function is used to check for valid file header,
containing valid width and height values. But in case of an invalid file,
the check could depend on uninitialized variables.

xbm bitmaps are conventionally accepted as valid even if there is not
enough data to fill the declared bitmap size: both ImageMagick and
GIMP do this. Qt did too, but the uncovered areas would be
uninitialized, and thus contain random junk bits. This commit adds
clearing of the full QImage data.

Even QByteArray::fromRawData() allocates memory.
Instead of QByteArray::contains() and indexOf(), use good ol'
strstr(), like already done elsewhere in the same function.
Apart from the memory allocations saved, this fixes a Coverity error
complaining that indexOf() can return -1. It's a false positive on the
first occurrence, because we didn't call that function unless we know
there is a "0x" in the string, but the second _was_ wrong, because we
applied it on a new buffer, with unknown content.

The buffer is fed into strstr() on the next loop iteration, but
strstr() expects a NUL-terminated string.
In the equivalent code some lines up, the buffer is explicitly
terminated, and we never write the last character of the buffer again,
so we'll not fall off the end of the buffer, but if we read less bytes
than in the last line, we'll parse garbage from the previous line.
