In some places we call startingUp(), in others we don't. It's probably
ok for those that have just created an object of a given class, which
knows whether the virtual call is necessary or not. But for the generic
case, we do call it.

Leaving the logic of starting up the event dispatcher to the call site,
unified both the case of a custom event dispatcher and the default
event dispatcher.
The data argument is left in due to the static nature of the function.

Compilation and link times in CPU seconds with GCC 7, using precompiled
headers (not including moc, rcc, uic, etc. steps or headersclean):

QtCore required a little manual adjusting because some files are
bootstrapped into moc itself and into qmake.

1) In general it's unsafe to let exceptions propagate through Qt code,
so document that.
2) Add a note that overriding notify() makes sense only in Qt 5, in Qt 6
it's going away.
3) The advice applies also to applications not using QApplication, but
just QCoreApplication.

Long-lived threads started by Qt itself can now receive events even if
QCoreApplication hasn't been created. This is required in all threads we
start that will handle events, unless we're sure that the thread will
exit before the global application object begins destruction.
Otherwise, those threads will have race conditions dealing with the
event delivery system trying to call the QCoreApplication::notify()
virtual while the object is being destroyed.

Qt copyrights are now in The Qt Company, so we could update the source
code headers accordingly. In the same go we should also fix the links to
point to qt.io.
Outdated header.LGPL removed (use header.LGPL21 instead)
Old header.LGPL3 renamed to header.LGPL3-COMM to match actual licensing
combination. New header.LGPL-COMM taken in the use file which were
using old header.LGPL3 (src/plugins/platforms/android/extract.cpp)
Added new header.LGPL3 containing Commercial + LGPLv3 + GPLv2 license
combination

Default values should have mark-up to denote that they are code.
This commit changes:

This change fixes most qdoc errors in QtCore. There are about 900 left.
The main thing this change does is moving documentation from qtcore from
/doc/src to /src/corelib/doc.
Other issues resolved are mis-use of qdoc commands.

A feature of a ref-counted quit (managed by a quit-lock class)
is added to both QEventLoop and QCoreApplication.
This allows, for example, an event loop to quit() when there is
no more work for it to do.
quitOnLastWindowClosed is implemented in terms of the refcount in
QCoreApplication so that jobs can be completed before the
application quits.

As in the past, to avoid rewriting various autotests that contain
line-number information, an extra blank line has been inserted at the
end of the license text to ensure that this commit does not change the
total number of lines in the license header.

This flag has been deprecated since Qt 4.4, so remove it.
tst_QApplication had 2 nearly identical tests, one for testing the
QEventLoop::DeferredDeletion flag, and one to test sendPostedEvents()
with QEvent::DeferredDelete. The latter is the preferred way, so keep
that test, but remove the test for the obsoleted flag.

This has two direct benefits:
1) compiles regardless of -fno-exceptions: no need for #ifndef
QT_NO_EXCEPTIONS or QT_TRY/QT_CATCH
2) no QT_RETHROW either, which means the backtrace of an application
crashing due to an uncaught exception will include the actual throw
point.
