Edward Welbourne 82deb0ad16 Update CLDR to v31.0.1 ... The formatting of times in Norwegian has changed to use colon rather than dot between hours, minutes and seconds: http://cldr.unicode.org/index/downloads/cldr-30#TOC-Other tst_QLocale gets a matching revision.
