Rafael Roquetto f9da2c2c36 configure: take XQMAKESPEC into account when looking for files. ... When cross-compiling, locateFile() needs to look into the XQMAKESPEC directories instead. Otherwise, this will cause checkAvailability()/findFile() to report wrong results.
